Rights group says some people it classified as journalists killed in Gaza were militants

The Committee to Protect Journalists said Thursday that 19 Palestinians killed by Israeli fire who it had previously identified as journalists or media workers were actually militants or participants in combat. After a review of its tally, it says Israeli forces have killed 191 Palestinian journalists and media workers since the start of the war in Gaza .

The New York-based CPJ says it regularly updates its findings as new information comes to light. It removed another three Palestinians from its list because their role as journalists could not be established. It reinstated six cases, including two Israeli journalists killed in Hamas' Oct. 7, 2023, attack that started the war.

“The accuracy and credibility of CPJ’s research are fundamental to our mission,” CEO Jodie Ginsberg said in a statement. “We base the determinations we make solely on whether individuals meet our definitions of who we consider to be a journalist, not an individual’s affiliation or views, nor in response to pressure or intimidation from any government or interest group.”

The group said that even after the review, its figures show that Israeli forces were responsible for “by far the majority of killings of journalists and media workers worldwide since 2023.”

Among those killed during the war was Mariam Dagga , a visual journalist who worked for The Associated Press and other outlets. She was killed, along with 21 other people, including rescue workers and other journalists, when Israel carried out a double strike on a Gaza hospital in August 2025.

Israel denies targeting journalists and has said a number of slain journalists were members of Hamas or other armed groups posing as reporters. In some cases, it has provided evidence of such ties that was rejected by their employers.

In a statement, the Israeli military said the revised numbers showed CPJ's “hypocrisy and lack of professionalism in its fact-checking of events on the ground.”

Critics accuse Israel of deliberately targeting journalists to silence war coverage. Israel has barred foreign reporters from entering Gaza outside of brief military-run visits since the start of the war. CPJ says that it considers all Palestinian journalists killed in Gaza to have been killed in connection with their work since they can do their work anywhere and because they are not allowed to leave the territory.

CPJ said obituaries for Hamas and other militants released after the October 2025 ceasefire deal identified fighters who the rights group had previously classified as journalists.

That prompted CPJ to launch an internal review in June and commission an auditor the following month to examine its findings.

Since the Oct. 7 attack, CPJ has removed a total of 27 people from its list of slain journalists after finding that they participated in combat or belonged to a militant group. It removed another nine for other reasons. The updated list also includes a Palestinian journalist killed by a Palestinian militia and four Israelis killed by Hamas.

Journalists are considered civilians under international law regardless of their political views or affiliations, unless they participate in hostilities. Israel says militants posing as journalists have used such protections to collect intelligence and help target Israeli forces.

Hamas and other armed groups operate media outlets, as well as political parties, charities and other civilian institutions alongside their highly secretive armed wings. They also have military media units embedded with fighters that film attacks and release propaganda and hostage videos.

CPJ said it initially did not consider membership in a military media unit alone as proof of engagement in combat, but has since revised its criteria to exclude "anyone with active membership of any military arm of a state or non-state actor." Five of the 19 were removed because of those new criteria, it said.

Hamas-led militants killed around 1,200 people, mostly civilians, in the Oct. 7 attack and abducted 251 people. The last remaining hostages were released , or their remains were returned, under the ceasefire deal reached nearly a year ago.

Israel's retaliatory offensive has killed nearly 74,000 Palestinians, according to Gaza's Health Ministry, which does not distinguish between civilians and militants in its figures but says around half were women and children. The ministry, part of the Hamas-run government, maintains detailed records, and its figures are seen as generally reliable by U.N. agencies and independent experts.

Israel says it only targets militants and takes extraordinary measures to avoid harming civilians, blaming their deaths on Hamas because it operates in dense residential areas. Major rights groups and experts have accused Israel of genocide , allegations it vehemently denies.
