La Cámara Argentina de Internet alertó sobre una “excesiva carga tributaria”
Presentó detalles de un reciente estudio que indica que más del 40% de lo que paga un usuario por su servicio son impuestos y tasas

La Cámara Argentina de Internet –CABASE- celebró el Día Internacional de Internet con las primeras conferencias del Internet Day 2024, bajo el lema “Conectividad para una nueva Argentina”. En el marco del encuentro, la entidad presentó los resultados de un reciente estudio llevado adelante por el Centro de Estudios en Finanzas Públicas de la Universidad Nacional de La Plata (CEFIP-UNLP), del que surge que más del 40% de lo que paga un usuario por su servicio de internet son impuestos y tasas.
“La Argentina se caracteriza por un sistema tributario sobredimensionado y complejo. Así, de acuerdo a los resultados del estudio, el sector de servicios de acceso a internet está sujeto a más de 20 tributos y tasas de diferente índole que determinan su carga tributaria que se ubica, en promedio, en 41,5%, y varía en un rango de entre 38,6% a 44,5% en función del tamaño de la empresa, el modelo de prestación del servicio, la estructura de costos y la localización geográfica que introduce diferencias en la imposición provincial y municipal”, indicó la cámara en un comunicado.
Según el estudio, los impuestos y tasas nacionales explican entre el 72% y el 89% de los tributos que recaen sobre el sector; los tributos provinciales entre un 11% y un 14%; y los municipales entre un 2% y un 16%.
Sobre estos datos, Ariel Graizer, Presidente de la Cámara Argentina de Internet –CABASE-, subrayó: “Desde el estallido de la pandemia, Internet ha demostrado claramente ser una herramienta fundamental para la producción, el trabajo, la educación y el esparcimiento de la población y como tal es una industria estratégica para el país que requiere de condiciones que impulsen su desarrollo, en reemplazo de regulaciones excesivas y una presión tributaria que actúa como un freno para el tendido de nuevas redes y la posibilidad de llegar a la universalización de la conectividad. La simplificación regulatoria y la reducción de la carga tributaria son herramientas necesarias para que las PyMEs y cooperativas, que son quienes tienen el desafío de construir y mantener con sus inversiones una infraestructura de internet robusta, escalable y sostenible, puedan llevar internet a todos los rincones de nuestra vasta geografía”.
El informe también arroja luz sobre el impacto negativo en la industria del impuesto PAIS, los derechos de importación y la tasa estadística, que encarecen insumos clave que son parte de la función de producción del sector como routers, módems, fibra óptica, entre otros dispositivos que se producen únicamente en el exterior.
