Unas 30.000 personas viven de la producción primaria de este cultivo en el Valle de Lerma, en Salta;por la baja de los precios este año la cosecha tendrá unas 15.000 toneladas menos que en la campaña pasada
CHICOANA-Salta.- La Argentina tiene realidades que contrastan. Para cualquier habitante urbano del centro del país, la palabra tabaco tal vez se asocie en primer término con el malsano cigarrillo. Pero para un salteño, un jujeño o un misionero, -las tres principales provincias productoras- el tabaco tiene otra connotación: producción y miles de puestos de trabajo.
Aquí, en el Valle de Lerma, la hoja de tabaco es la principal fuente de vida económica y cultural de muchos de estos pueblos, fundamentalmente por la alta cantidad de mano de obra que demanda el cultivo: entre 120 y 130 jornales por hectárea y por año, contra los 1,5 jornales por campaña que demandan la soja o el maíz.
En los primeros días de agosto, luego de la tradicional Fiesta del Tabaco que se realiza en Chicoana -donde se le reza a la Virgen del Valle, a San Isidro Labrador y a la Pachamama para que la campaña sea próspera- los productores comienzan a sembrar los plantines en almácigos, que luego implantarán en sus campos y cosecharán las primeras hojas a fin de año. De la producción primaria del tabaco viven 30.000 personas que habitan unos 10 pueblos del Valle de Lerma, una de las zonas tabacaleras con mayor prestigio en el mundo por su calidad.
"Este es un trabajo artesanal, donde en cada etapa está la mano del hombre. Durante 6 meses hay mucha gente trabajando en el campo todos los días, son trabajadores experimentados que saben cuidar y cosechar las plantaciones", cuenta Mariano Tolaba, quien en 1960 llegó desde la Puna para emplearse como jornalero del tabaco en el Valle de Lerma y hoy produce 180 has de las cuales la mitad son propias. "En 1970 dejé de ser empleado y alquilé el primer campo y después fui comprando y arrendando más". Tolaba, hace rotaciones con ají y algunas pasturas para hacer rollos; tiene más de 20 tractores trabajando en sus fincas.
"El mercado no lo maneja el tabacalero, porque de 6 o 7 pesos que cuesta un atado de cigarrillos, el productor se lleva un 2%", dice.
Producir una hectárea de tabaco en campo propio cuesta unos 40.000 pesos por campaña. El nivel de uso de fertilizantes y agroquímicos es el más alto de cualquier producción intensiva. Pero más de la mitad de ese costo es mano de obra para laboreos y cosecha. El rendimiento por hectárea es, en esta zona, de entre 2000 y 2200 kilos de hojas que se recolectan en varias etapas entre diciembre y abril y se disecan en estufas apropiadas antes de entregarlas a los compradores o a la cooperativa de productores.
Según los expertos, el precio que se le pagará en la próxima campaña al propietario rondará los $ 10 o 12 por kg, aunque las partes recién están empezando a negociar. A este precio hay que sumarle unos 7 u 8 pesos por kg que el Estado abona mediante el Fondo Especial del Tabaco, proveniente de parte de los impuestos que tienen los cigarrillos. Quiere decir que un productor que coseche 2200 kg por hectárea estaría percibiendo $ 44.000 por hectárea con un costo de 40.000, aproximadamente.
Pero el valor no depende tanto de lo que negocien previamente los productores con las tabacaleras sino de la oferta y la demanda a la hora de la cosecha. De hecho, los productores se han organizado en un sistema de cupos para que nadie produzca más de lo que se estima que demandará la industria, porque eso haría caer el precio. De todas maneras, siempre existen compromisos porque la mayoría de los agricultores realizan la campaña con insumos financiados por las empresas.
Menor precio
"La campaña pasada, como hubo baja oferta, algunos dealers (empresas comercializadoras) tuvieron que subir el precio un 22%, y para esta campaña están ofreciendo un 6% menos porque hay un exceso de cosecha, y eso está molestando a los productores", explica el representante de una de las principales tabacaleras. Por esa razón se estima que este año se pondrán a producir 15.000 toneladas menos de las 75.000 que se implantaron el año pasado.
El precio del tabaco depende mucho de la producción mundial pero Argentina no pesa como formador de precios. "Como buena parte del tabaco mundial se produce en países de Africa, con bajo nivel tecnológico, y en Brasil, cuando la cosecha es mala, la producción mundial lo siente en el mercado y suben los precios, pero cuando hay mucha oferta, repercute en bajas a los productores en todo el mundo", dice el directivo.
